Temporary rules adopted by the Bureau of the FIFA Council on 7 March 2022 relating to the current situation in Ukraine and Russia

 

On 7 March 2022, FIFA temporarily amended the FIFA Regulations (Regulations on the Status and Transfer of Players (RSTP)) in order to address the current situation of the foreign football players and coaches tied to Ukrainian and Russian clubs.

 

Those are the following amendments:

 

In accordance with the temporary Annex 7 of the RSTP:

 

  • all employments contracts for foreign players and coaches with clubs affiliated to the Ukrainian Association of Football (UAF) are suspended until 30 June 2022, that is the end of the football season in Ukraine (unless the parties explicitly agree otherwise).

 

  • The foreign players and coaches employed by football clubs affiliated to the Football Union of Russia (FUR) have the right to unilaterally suspend their employment contracts until the end of the season in Russia (30 June 2022), if the Russian clubs do not reach a mutual agreement with their respective foreign players and coaches before or on 10 March 2022.

 

The suspension of a contract in the aforementioned situations means that players and coaches have the right to sign with another club without facing consequences of any kind, during the suspension period running until 30 June 2022.

 

The temporary regulations specify that foreign players whose previous registration was with the UAF or the FUR are entitled to be registered with another club before or on 7 April 2022, and even if the registration period is closed at the association of the club with which they conclude a new contract.
